We’re leading the way to a better workforce system through services, funding and collaboration.
Greater Cleveland Works connects people to quality jobs, helps employers find and retain talent, and collaborates with partners to strengthen the workforce system. We operate the OhioMeansJobs Center for Cleveland and Cuyahoga County, distributing vital public resources and providing job search, training and services to job seekers and employers. Through initiatives like the Built Environment Collaborative, we bring innovation and effectiveness to the workforce system. Together with our partners, we work to improve job quality, reduce racial disparities, and grow the regional economy.

Board Meeting Schedule
The meetings of our Board of Directors are open to the public. All meetings are held at 8:00 a.m. in the third floor conference room of our offices at 1910 Carnegie Avenue in Cleveland, unless otherwise noted. The 2026 meeting dates are March 6, June 6, September 4 and December 4.
Our Team

Michelle Rose
Chief Executive Officer

Michelle Rose serves as the Chief Executive Officer of Greater Cleveland Works. In this role, she leads public sector workforce development programming and strategy for employers and jobseekers in the City of Cleveland and Cuyahoga County. Mayor Justin M. Bibb appointed Michelle to lead this organization in June 2022, and she has shepherded it through the process to operate as a nonprofit and improve delivery of core services, while also securing $10 million in American Rescue Plan funds to connect more Clevelanders to good jobs in the skilled trades.

Most recently, Michelle served as Acting Assistant Secretary of Labor for Congressional and Intergovernmental Affairs in the first year and a half of the Biden Administration, where she directed the Department of Labor’s strategy for interacting with Congress and advancing legislative priorities, successfully led ten Senate confirmations, and managed all operations of the Office of Congressional and Intergovernmental Affairs. Michelle’s’s prior experience includes serving as chief of staff to U.S. Deputy Labor Secretary Chris Lu, nearly six years as a senior legislative officer in the Office of Congressional Affairs at the Labor Department, and work with advance teams for the White House, the Presidential Inaugural Committee, Obama for America, and the Democratic National Committee.
Michelle holds a BA in Political Science from Miami University. She is a Northeast Ohio native and grew up in Painesville Township. She and her husband Dan Farmer are happy to be raising three daughters in Shaker Heights. She is a member of the boards of Family Connections and the Center for Community Solutions.

Laura Chalker is the Chief Operating Officer for Greater Cleveland Works. In this role Laura’s portfolio includes strategic planning, finance, operations, programs, and compliance. She has over 25 years of experience in the non-profit sector. She has previously served as Executive Director of the Bond Accountability Commission, Chief Program Officer at the Centers for Families & Children, Executive Director of the Northeast Ohio Chapter of the Juvenile Diabetes Research Foundation (JDRF) and as a consultant to non-profit organizations in the community.

Laura is Leadership Cleveland alum (Class of 2019), Cleveland Bridge Builders (Class of 2008) and Lead Diversity (Class of 2007). She earned her BA in Psychology from Allegheny College and her MBA from Baldwin Wallace University. She serves on the board of the Healthy Lakewood Foundation and the LGBT Community Center of Greater Cleveland.
